Report from the February 28th Avon Town Council Meeting
Beaver Creek Boulevard Redesign, Vehicle Impoundment Code Amendments, and New Town Hall Program Approved
Avon, CO – The Avon Town Council held a regular meeting on February 28th. Highlights of the meeting include the following:
- The final design for the Beaver Creek Boulevard redesign project was presented by Design Workshop. Council authorized the completion of the redesign as presented, development of construction documents, and bidding of the project. The final plan was modified based on feedback received during the 2016 summer “road test” layout, and additional meetings last fall. The project will be bid as a complete project, and also in two phases—East Beaver Creek Boulevard and West Beaver Creek Boulevard. Funding was also approved for milling and street striping of the roadway in May, 2017. Construction may begin as early as September, 2017 and be completed in spring of 2018.
- Council approved the program design for the New Town Hall, as recommended by Davis Partnership Architects, the architect completing the interior of the three story shell building. Davis Partnership has worked with Town staff to create a program design that includes community space, a flexible layout for the Town Hall area used for public meetings and Municipal Court, and an open office work space for Town staff. Design development will continue through April, and construction will begin in summer of 2017, with a move-in date estimated for December, 2017.
- As part of the process to terminate the Benchmark Protective Covenants, Council appointed five property owners in the Benchmark at Beaver Creek Subdivision to the Landowner’s Committee. The five members are Gil Avellar, Megan Burch, Jennie Fancher, Doug Jimenez and Ruthie Stanley.
- Council approved the Second Reading of Ordinance 17-03, which enacts the following amendments to sections of the Avon Municipal Code concerning vehicle impoundment:
- Permit payment by credit card in addition to payment by cash
- Clarify grounds for finding a lack of “moral character” that would justify suspending or revoking a license
- The court shall determine whether a violation of the parking rules and regulations occurred and whether the parking enforcement company complied with all applicable rules and regulations based upon a preponderance of the evidence presented at the hearing.
- Change the minimum hearing cost from $100 to an amount to be determined by the municipal court
- Permit the municipal court discretion to reverse or reduce an immobilization fee
- The owner of the vehicle shall first contact the owner of the property, or owner’s agent, by email or other means to request reversal or reduction of the immobilization fee. The parking enforcement company shall provide the email address and telephone number of the property owner or property owner’s agent, who shall not be anyone employed by or affiliated with the parking enforcement company.
