Report from the May 22nd Avon Town Council Meeting
Money allocated for recycling center; community survey reviewed
Avon, CO – The Avon Town Council held a regular meeting on May 22nd. Highlights of the meeting include the following:
- Council approved Second Reading of Ordinance 18-05, thereby approving a Rezoning Application for the Folson Annexation Property from PUD to the RH, OLD, and STRO zone districts. The Ordinance changes the zoning of the bottom portion of the property, measuring approximately four acres, from PUD to the Residential High-Density zone district. It includes the ability to rent units for fewer than 30 days at a time by including the Short-Term Rental Overlay zone district. The upper area of the property is now zoned Open Space, Landscaping, and Drainage zone district, and, accordingly, no development can take place on the steeper hillsides.
- Council allocated up to $15,000 to temporarily house a regional recycling drop site on Lot 5, a parcel owned by the Town of Avon. Lot 5 is located on Yoder Avenue near Home Depot.
- Council authorized Mayor Jennie Fancher to sign a Town of Avon comment letter to the United States Forest Services for the Beaver Creek Resort – McCoy Park Terrain Development, representing the Council comments provided during the meeting.
- Council approved First Reading of Ordinance 18-06, adopting a new chapter 12.20 of Title 12 of the Avon Municipal Code, establishing small cell regulations. If approved on Second Reading, Ordinance 18-06 would establish new Small Cell Regulations to implement House Bill 17-1193. House Bill 17-1193 requires expedited permitting for small cell facilities in local government right-of-ways and does not require the Town to permit installation of small cell facilities on Town properties which are not right-of-ways. Small cell facilities are cellular and broadband equipment which is generally smaller in size and which is installed more frequently in urbanized areas to enhance wireless cellular and broadband services. Second Reading is scheduled for June 12, 2018.
- With the Town conducting a community survey this summer to gauge citizen and business opinion regarding services, activities and direction of the Town, Council reviewed a draft version of the survey instrument. Council provided direction and feedback on the questions that were submitted by Probolsky Research, the firm selected to develop and conduct the survey. Survey fielding is estimated to begin around June 1, 2018.
