Avon, CO – The Avon Town Council held a regular meeting on September 27th. Topics included the following:
• Town staff presented to Council the 2017 and 2018 proposed balanced budgets for all funds, as well as the recommended Five Year Capital Improvements Plan 2017-2021. Budget highlights are included below:o The total budget for 2017 equals $30,340,817. Total estimated revenues for 2017 are $25,380,685, and estimated ending fund balances total $12,655.786.o Total budgeted expenditures exceed total estimated revenues due to a spend down of fund balances in the Capital Projects Fund that have been accumulated for this purpose. Major projects scheduled for 2017 include the walkability project for Beaver Creek Boulevard, the new Town Hall tenant finishes, and the Nottingham Park playground.o Taxes make up 70.43% of operating revenues, with charges for services making up 17.59% and intergovernmental revenues at 7.81%. Sales taxes represent 50.43% of total taxes and are projected to increase by 4% in 2017.
• Council reviewed Town options for changes for booting at private parking lots. Direction was to retain the current regulations, with certain changes to include permitting payment by credit card, allowing a minimum hearing cost, and allowing the municipal court to reverse or reduce an immobilization fee. Two readings of an ordinance are required to change the regulations. Readings will occur in the next couple of months.
• Highlighting the meeting was Council’s review of a Sales Tax Rebate Agreement with Retail Concepts, Inc. to bring sporting goods retailer, Sun & Ski Sports, to the recently vacated Sports Authority space, through a public private partnership. After thorough review, deliberation, and input from the public, Council voted to deny the Agreement by a vote of 6 to 1. It is noted that Traer Creek announced on September 28th, the store would be opening. Traer Creek’s press release is below.

Traer Creek LLC announced today that Sun & Ski Sports will still open its store in the vacant Sports Authority building. The announcement comes after the Avon Town Council denied a sales tax rebate for Sun & Ski Sports up to $100,000 per year for five years. “Even with the Town denying the sales tax rebate, filling the Sports Authority vacancy is important and the right decision. Sun & Ski Sports is an exciting national retailer for Avon to have as an anchor business in Chapel Square and the store will be a critical component of a healthy and successful Avon Town Core,” Traer Creek announced in a statement to the Town of Avon. “This benefits everyone, including other businesses that rely on the energy and foot traffic generated by the Chapel Square Shopping Center. And Traer Creek is very appreciative of the Town’s efforts in assisting in landing Sun & Ski.”
Mayor Jennie Fancher, learning of Traer Creek’s decision to open the store, stated, “The Town of Avon worked with all parties to bring the deal together. That Sun & Ski will be here, with the change in Council direction at Tuesday’s meeting, is a testament to Traer Creek’s commitment to bringing quickly a competitive store into Avon.”
